Description: DHCD has gained that title for this property. This dataset goes back far so many of these properties have changed ownership since we gained the title.
Description: These properties may or may not still be in the acquisition pipeline. At one point they were in the system, but currently it just isn't clear what will happen with these.
Description: These lots have already been adopted. The Baltimore City Department of Housing and Community Development’s Adopt-A-Lot program allows residents, businesses or neighborhood groups to steward and care for city-owned vacant lots in their community. The program gives you the opportunity to use the Department of Housing and Community Development’s city-owned vacant lots near your home or business for your own benefit and your neighborhood's benefit without the burden of taxes or other financial obligations that come with ownership.

Description: DHCD has issued a comprehensive Community Development Framework highlighting its overall strategy and plan for Baltimore neighborhoods. The Framework articulates key strategic approaches for launching a new era of neighborhood investment. The goal is for this plan to lead transformative change.
Four initial Impact Investment Areas are highlighted to underscore how key strategies can be impactful in specific areas of the City. DHCD is also taking a more comprehensive approach to support middle market neighborhoods, which are home to many middle-income families but also face challenges. All Baltimore neighborhoods will be supported by building assets for future redevelopment, addressing blight and improving the quality of life.

Description: There is no consistent definition of Major Redevelopment Area. They are generally large swaths of land where transformative change has already begun. Many of these areas have large amounts of federal or state funding, or some large private entity involved.
Description: The numbers present in the zone names represent the priority of the zone. 1A is the highest priority. These are mainly drawn in Impact Investment Areas as a way to prioritize the DHCD framework.
Description: Streamlined Code Enforcement Area's are neighborhoods in the middle market that have more occupied homes than vacant ones. The city often tries to get the attention of vacant property owners by sending them $900 citations in the hopes the violation notices will prompt them to repair the homes or sell them. If that doesn’t work, a receivership case is filed.
Description: These properties have no building on them. The proxy we use is the state tax assessment. If the property has a $0 improvement value, meaning the structures on the property are assessed at $0, then that shows up as a vacant lot.
